Despite their "invite-only" policy, Orkut is pretty big ( > 40000
members, more than 200 of which have explicitly expressed interest
in C# programming) and growing quickly.  Having a presence there,
i.e. a "community" with more than just a handful members, may well
support the objective "to make it easier for new people to find us,
be able to figure out what it is that we do, and then join in".
