If he wants to give me a binary without source code, he can give me a
written promise to provide source code upon request.  I can then put
it up for download on my server together with source code (which if
it's a released version I can easily get from elsewhere without
bothering him.)

An alternative way to comply with the GPL which doesn't require the
complication of a written document is if I give him upload access to
my server and put the source code there before he uploads the binary.
