what I meant was that there is certain buffer-grouping functionality
already in Emacs, which means that it can be extended and integrated in
the proposed functionality.

E.g., `mouse-buffer-menu' should examine, in addition to
`mouse-buffer-menu-mode-groups', `buffer-application-alist', which is
an alist mapping the application names to lists of buffer names.

then the buffers will be listed by application, and those that do not
fit into an application, will be listed by the major mode.
