Two defcusom ftp programs

There are two defcustoms for ftp program

  ange-ftp:   ange-ftp-ftp-program
  net-utils:    ftp-programs

Is not that a potential problem source? Should there really be two? If 
they should be different then maybe they should inherit the default 
value from another defcustom?
