I guess freedom doesn't mean being able to make someone do what they don't want
to.  It appears to me that the release process, having gone on for three years
now, is a more of a means to get bugs fixed than aimed at a release in itself.
But while Richard can control the release, Emacs is free software, so he can't
control the distribution and, indeed, some distros are starting to include
snapshots of Emacs 22.
