That's why I wrote in my very first message in this thread:
⌜Distribute Emacs with the cache preloaded with Info files⌝

And later, in a reply to you:

And in yet a later reply to you, after you replied to the previous one:

IOW, users don't have to do anything. The manuals come preloaded. When you 
download Emacs, the manuals come with it, just like they do now. When you 
download a package that has a manual, it can put the manual in the same place 
where Emacs's manuals are: the cache. And pin it there.

And so we don't go in circles anymore, I'll again quote a reply I wrote to you:
