Why do you think so? A user who installs emacs-gtk and a user who
installs emacs-nox will need different *.eln files. So Debian will
end up with a separate subdirectory for each configuration they
produce and for each Emacs version. That's a lot of files and
directories, and high risk that many of them will never be used.
Also, a lot of problematic management of those directories. like the
decision when to delete them etc. It is much easier to leave that to
users.
