For the specific cases you mentioned, Org mode uses (well... WIP) Woof!
The idea is to tag certain email threads, so that they appear in a
dedicated RSS/web page. For example, see POLLs in
https://tracker.orgmode.org/requests. We have similar thing for
Announcements/News.

I even managed to bridge the announcements in Woof! to Matrix channels
at some point.

Then, users can either subscribe via RSS directory or someone curating
the digest may use such tagged email threads as a source.
