In which case, they can read or download the list archives, correct?

So IIUC, you're proposing that a significant amount of time and energy
be expended on an endeavor meant to accommodate a very small fraction of
people who are loath to subscribe to the list, reluctant to browse the
list archives by hand, and desire the contents of a single thread to be
delivered to them, without sending mail to each of its participants and
thereby disclosing their e-mail addresses. A mouthful, right?
If we commit to embarking on this journey, then several requirements
have to be met at its outset. Servers to run such a Discourse instance
must be located, and the help of a system administrator ready to
dedicate his time to its maintainence must be secured. Moderators must
enlist to filter spam and other distasteful content emanating from
Discourse.
All to accommodate a smattering of individuals, whose existence is only
attested by circumstantial evidence and word-of-mouth.
Does this not impart upon you the impression that the problem is
patently inconsequential, and the proposed remedy extreme?

I am told Thunderbird is also a newsreader, and it is installed by
default on most of popular GNU/Linux distributions.

Open Gnus, then type:
B news.gmane.io RET
Search for:
gmane.emacs.devel
then type RET.

If the capacity to subscribe to a single thread from an MUA is truly all
that is being pursued, we would be better off operating a service for
that express purpose than a bulletin board system.
