IIUC, what Ihor suggested was that Philip sends an announcement about
gathering materials to emacs-devel, inviting people to bring up
interesting discussions/developments for inclusion in the digest.  The
Git Rev News people do something similar, they send a "Draft of Git Rev
News edition N" to the Git mailing list to let people know there's a new
edition no the way.  Here's the "Draft of Git Rev News edition 82"
message, for example:

The monthly Emacs digest itself would be published elsewhere, off
emacs-devel, IIUC.
