    In files that use allout use it for all headings
    
    * lisp/allout.el: Don't prefix regular comments with three
    semicolons.
    * lisp/icomplete.el: Use allout syntax for all headings.
    * lisp/net/eudc.el: Use allout syntax for all headings.
