A new citation handling system for Org, developed by Nicolas Goaziou,
will be part of 9.5.  You can find recent discussions on it here:

I invite you to test the experimental branch from the Org repo and to
report anything that might help Nicolas moving forward.  There are now
just a few testers and we always need more.
