[emacs-humanities] flymake-proc-legacy-flymake warning message

When I start a default Emacs session (`emacs -q`) and run `M-x flymake-mode` I get this message in the *Flymake log* buffer:

    Warning [flymake *GNU Emacs*]: Disabling backend flymake-proc-legacy-flymake because (error Can’t find a suitable init function)


I have spent hours reading the cause and how to fix it on the web without any success. I don't understand why this warning message is showing up, flymake-mode is inbuilt, after all.


Any feedback is appreciated.
