I think the example is missing some parentheses. I will fix it. 

In the meantime i can get this to parse just fine:

(setq org-publish-project-alist
        '(("org" :base-directory "~/notebook/org/"
                       :base-extension "org"
                       :publishing-directory "~/public_html/notebook/"
                       :publishing-function org-publish-org-to-html
                       :headline-levels 2
               :with-section-numbers nil
                       :table-of-contents nil
                       :style "<link rel=stylesheet href=\"../css/style.css\" 
type=\"text/css\">"
                       :auto-preamble t
                       :auto-postamble nil)
         ("img" :base-directory "~/notebook/img/"
                    :base-extension "jpg\\|gif\\|png"

                        :publishing-function org-publish-attachment)))
