It is very simple. The patch simply removed inconsistency in completion.
Here is the previous value of `org-options-keywords':

"SETUPFILE:" "STARTUP:" "TAGS:" "TITLE:" "TODO:" "TYP_TODO:"
"SELECT_TAGS:" "EXCLUDE_TAGS:" "EXPORT_FILE_NAME:")
See how only PRINT_BIBLIOGRAPHY does not have a trailing
colon. Everything else will be completed with colon.
So, users who are accustomed to the completion adding colons can be
surprised when for PRINT_BIBLIOGRAPHY in particular the colon is not
added.
