Yes, but...  Even if everyone else knows, I think that having such a
graphical element that you can't manipulate with the mouse is a bug.

I am more for the "you asked for it, you got it" policy.  It is not like
this will occur in a standard lisp package.  And many window managers
do put a close button on them, so it is also WM dependent if it is
possible to manipulate.  If user want to do silly things, why stop
them?

[Where could I find such information about GTK?  I once looked for a
specification and/or style guidelines via the web site but failed to
find any.]

I don't think GTK has any.
