Dead keys stopped working

Dead keys on my keyboard stopped working somewhere between Jul 24. and
Aug 2.  Previously typing

    <diaresis> a

would result in "ä", but in builds after Aug 2. I just get "a".

`read-event' now sees the dead key as `dead-diaresis', it wasn't read
as a single event in earlier builds.
