Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
Open a new buffer with koi8-r encoding (C-x RET c koi8-r C-x C-f),
then type some Cyrillic text, and save and close the buffer. The
open the file with koi8-r encoding, the result is garbled
characters. The actual encoding is iso-8859-5 with no new lines.
