    Actually, it works correctly: (recenter -1) moves point to the second
    last line on the display as it should according to the doc string.
    But how do you move it to the last line?  (recenter -0) obviously
    doesn't work).

I just tried (recenter -1) and it scrolled so that point was
on the last actual line of text in the window.  That's what
it is supposed to do.  It is not supposed to put point
on the second-to-last line; if it ever does that, that must be
a bug.
