en_GB and font symbols

hello there,

i was using the CVS from 7th Oct 2003 just fine, but today did a `cvs up` and i
am now experiencing some trouble with my en_GB locale;

if i envoke Emacs with
  LC_ALL=en_GB emacs
(my locales are globally set to en_GB anyway)

upon opening any file, i notice that the symbol ' (single quote) is replaced by
an empty box... this does not happen if i envoke emacs with

  LC_ALL=POSIX emacs

is this a bug?
