View-quit sometimes refuses to quit

Symptoms:

1. start CVS emacs with -q --no-site-file
2. M-x list-faces-display
3. Create a 2nd frame (C-x 5 2)
4. In 2nd frame: M-x list-faces-display
5. Entering "q" (for View-quit) in *Faces* buffer should quit this buffer.
   This works in 2nd frame, but not in 1st frame
