ido-file-file edit can't expand ~ or env variables

Subject: ido-file-file edit can't expand ~ or env variables

Symptoms:

1. start emacs -q --no-site-file
2. M-x ido-mode t
3. M-x ido-find-file
4. switch to "EDIT" mode with C-e
5. delete minibuffer contents C-a C-k
6. enter an incomplete filename starting with a "~" or one with an 
   environment variable, e.g. ~/.em, and try to have it expanded by
   hitting the space bar or tab
=> emacs (ido) says: [no match]


In GNU Emacs 21.3.50.12 (sparc-sun-solaris2.8, Motif Version 2.1.0)
 of 2004-02-11 on sfsws4
