Could be...
I would think that dump-emacs is only intended to be used by the
undumped "temacs", as we need to put things into "pure storage" (see
variable purify-flag).
If that is indeed the case, it would make sense to write so in the doc
string -- and signal an error if trying to use dump-emacs in a dumped
emacs.

If you autoload the packages that you want to include in your dumped
emacs, I don't think there is much difference in start-up time.
