As far as I know, Emacs consistently uses capitalized mode and package
names, which happens to agree with the instructions for messages in
this case.
A mode has a name in English, which is capitalized. A few packages
that are not modes also customarily referred to by names that we think
of as English words or acronyms, and we write them following usual the
English conventions; for example, "CL".
However, we never capitalize file names or Lisp symbols. If those are
capitalized, it is a bug. We don't have a custom of referring to
rx.el with a name that we treat as a word; we don't refer to it often
enough for that.
