I don't understand.  The former looney US rules have apparently been
altered to the extent that Debian now distributes crypto code (like
GNU).  Anyhow, ssl.el doesn't actually do encryption any more than the
existing support for ssl in Emacs or things that call ssh -- it runs
`openssl' (or something compatible?).

It's an interface to SOCKS, which provides some sort of firewall
gateway.  I presume it could also be directly relevant to ange-ftp.
