C-h f now permanently loads ~2MB

C-h f (on primitives?) now apparently permanently loads a copy of the
DOC file (~2MB) into a hidden buffer.  I don't think this should be
the default behaviour since it's presumably only relevant to
developers.  It should definitely be possible to turn it off.
