Neither do I, but since I don't actually use the mode, I'm not in a position
to make such decisions, so I made the safest possible change to fix the
specific problem.
Note that I also changed the way font-lock uses defun-prompt-regexp, so that
even without the change to tcl.el, the problem would have been fixed as well.
