Are you porting emacsclient to Windows?
If so, you should talk to Guy Gascoigne-Piggford so that you do not
duplicate work unneccesarily.
If not, then you should be aware that server-start is of no use
without emacsclient, and fixing any problems with it will be done as
part of the port of emacsclient, which is in progress.
