It should pick up this font.

Fixed isn't a pretty font.  It may be that UTF-8 is not that well 
supported by your XFree86 version.  In that case the patch should be 
redone so that only an explicit set of the fontSet resource for the 
menu bar triggers XCreateFontSet.  I can do this modification in a 
couple of days.  I'm going to run some tests on some older XFRee86 
versions first to see if poor UTF-8 support really is the problem, or 
if there is something else.

man XCreateFontSet explains it all.  Basically it tries to make a 
collection of fonts  based on the base font (helvetica-medium) that 
supports your locale.  But that fails.
