What does "sidestep mule" mean -- I don't think there's really any
particular component of emacs called "mule", it's all the various bits
that deal with non-ascii encodings?

In the case of input methods, at least on X11 there's no conflict
between X11 input methods and Emacs input methods (LEIM), Emacs
accepts input from either.  The main difference is that LEIM input is
a bit more pretty as it uses Emacs rendering engine to show partial
input (but X11 input methods seem to have much better dictionaries).
