url-mailto bugs

Symptoms:

- "mailto:address@hidden@example.com?body=hello"; is not
  reported as a illegal mailto URI.  The query part should not
  contain any unencoded question marks.  (Perhaps it is
  sufficient to say that the result for illegal URIs is
  "undefined".)

- If there is a message buffer already, `url-mailto' silently
  clears it and writes the new message into it.  I think that it
  should ask first.

- Newlines are not processed correctly:
  "mailto:address@hidden";

  url-mailto puts the string in the body with the blanks
  converted to spaces ("send current-issue  send index").
  Probably the decoding the URL should be done allowing newlines.
  Perhaps that should be possible for the headers as well.

  Note: in the body, according to RFC 2368, lines should be
  separated by %0D%0A ("\r\n").  It seems confusing to keep these
  in Emacs' message buffer.  If the MTA converts "\n" correctly
  to "\r\n", this sequence could be replaced by "\n" in the
  message buffer.

- "mailto:addr1?to=addr2"; should create a message that sends the
  message to addr1 and addr2, not just to addr2.

Note: mail-user-agent's value is sendmail-user-agent.


If emacs crashed, and you have the emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
If you would like to further debug the crash, please read the file
/export/black/fouvry/emacs/etc/DEBUG for instructions.
