This should be rewritten to say clearly that the region always exists (it is the difference between point and mark), but in t-m-m there is a notion of active region, and the active region is what behaves in the manner described.
AFAIU you can edit the whole buffer without setting the mark. Then there is no region all the time - so it don't always exist IMO. __ Andreas Roehler
