This is due to the recent changes to font-lock.  The problem goes away if you
turn global-font-lock-mode off.  The buffer is modified or not, depending upon
how quickly characters are entered for the search so perhaps, in particular,
it's due to the recent jit-lock changes (I've not checked this).
