ERC and mouse-avoidance-mode

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Some quite annoying erc "feature":  if the channel topic
doesn't fit in the header line a tool-tip pops up when you
move the mouse over the header line.

Alternatively (if you disabled tool-tips) it displays the
message in the echo area (which is kind of silly if the
echo area has the same width as the header line).

This "feature" doesn't play well with
`mouse-avoidance-mode':  the tool-tip (or message in the
echo area) is constantly displayed and flickering.

If emacs crashed, and you have the emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
