Those I access with C-x C-f.  AFAIK the ~ shortcut is present for
the user's convenience when she types in a file name.

They're related to Emacs in the sense that I edit them with Emacs.
But "Application Data" is definitely not a good place for them.

Then there is equivalent to Unix's $HOME and there's no clear winner:
i.e. it's a case that doesn't matter too much because we don't know what
would be the better choice.

Maybe we should define $HOME=CSID_PROFILE and then say that the .emacs file
instead of being in ~/.emacs.d/ should be in CSIDL_APPDATA.
