Ah, it's too old. I've just fixed configure.in to check the
existence of OTF_GET_features.

I don't know how you installed libotf, but you can get the
latest code from http://www.m17n.org/libotf.
You can also uninstall your libotf because the current Emacs
doesn't utilize it yet.
