doc string of make-directory

The doc string of make-directory should say that it does nothing if
the directory already exists. It says that for the parent directories,
but it doesn't say that for the first arg.
In GNU Emacs 22.1.50.1 (i386-mingw-nt5.1.2600)
of 2007-05-22 on LENNART-69DE564
