Dear Tetsuo,

You are right that the official support of python2 will end soon and that is 
better to pass to Python 3 by default in GetFEM.
However, for the moment, still a lot of systems have python 2.7 as their 
default python interpreter and I prefer to let the
possibility to use it if it is necessary. So I commited your change but add a 
little modification on configure.ac to enable
the use of python 2.7 if python 3 is not detected.

Dear GetFEM++ project

Hello. As you know, the support of python2 is end in January 1, 2020.
This site is package signing site which will end the support of the python2.

Support for numpy and scipy will also be discontinued. So that the
support is end, I think we should remove the support of python2 in
this project. How do you think?
If you agree with this. Please merge branch which I made for this.
Please let me know if you notice any other parts we need to change.
