Nothing else on the system knows about it.

I mentioned XF86Config only to show that a normal X11 program does not
need to care about the X config files just like a Flash movie does not
need to care about FB GUI config files.

You also tell XF86Config which input device should be used but on
systems where FB GUI is used there usually is no X11 installed.
