Gnats 3.113, Gnatsweb 2.7beta on Solaris 2.7
>Description:
If a user edits a PR, clicks "submit" and then presses the "stop" button in the 
browser (maybe having forgotten to edit some field), the lock file of the PR 
(in gnats-adm/lock) is not removed. Thus, if the user makes further edits, then 
presses "submit" again, the following rather unintuitive error message results:

Please return to the edit form, press the Reload button, then make your edits 
again.

Going back and pressing reload, reediting and resubmitting results in the same 
error message.

After manual deletion of the lock file, submission of edits is allowed again.
