That one is "verbatim copying" only, which is not free software. (That
is a recurring problem with FSF-maintained databases, sadly.)

That site has interesting background info to inform purchasing
decisions and entered my bookmarks a while ago.
For debian, one can try http://kmuto.jp/debian/hcl/ and that has mixed
modBSD and GPL copyright terms. Some gNewSense fan could probably adapt
and extend it for the benefit of everyone.
