It may be the case that if you dig into Debian's copyright files you will find an exception beyond the included copyright file.

What do I mean by this?

A package was referred to me previously as being non-free however it was in main in Debian. I checked the copyright notice that came with the package and clearly it was non-free. However I kept digging. I found that there was a README with the file which had in it a mail exchange with the author which changed the licence to free. In fact it changed it to the "do whatever you want with it" type of licence.
