[open-cobol-list] substitute not found ?

The strangest thing has just happened.
Just yesterday I am 90% sure I was able to compile program that had
FUNCTION SUBSTITUTE.
The program is not working now. I reinstall open Cobol and copy and
pasted a snippet from Brian's site instead of using mine and it is still
failing.
Can anyone help me figure out what I am doing wrong?
