[Gnumed-bugs] Tweaking the exception handler

At the point where a user would click the "Send report" as part of the 
exception handler, they may have no idea how to get a response, absent 
supplying their email address (when they have yet no relationship to the 
project people).

If it might possibly make a difference by way of further invitation, could a 
post-click dialog inform:

        If you did not supply an address, look for a response at
                http://lists.gnu.org/archive/html/gnumed-bugs/

I leave open whether to make it standard, or filtered on whether the email 
address was left blank.
