The above happens only when I select, from the phrasewheel, an encounter that 
is not the current encounter.

When for example just now I created a patient who I actually saw yesterday, who 
therefore by default has encounter

        chart review

        current date, current time

and I edit the encounter type to "seen in clinic", and I edit the date to 
yesterday, then I bill, it is this solitary encounter  (the only one that 
exists) which defaults into the billed

        Encounter

field, and it is the date in that encounter which is listed in the table column.
