This has been reported and fixed prior to 1.3.3. Here's the
changelog entry for the 18.3 database:

        18.3

        FIX: faulty bill.trf_prevent_empty_bills [thanks S.Urbanek]

I would assume you did not apply fixes to your database. I
cannot tell for sure because the log did not contain debug
information.

Sebastian will know best how to apply database fixes on Windows.
