The current 1.7 version is 1.7.10, which you might consider
using as it contains many bug fixes.
The issue you are seeing;

happens because PostgreSQL prevents GNUmed from shooting
itself in the foot by enforcing reasonable data constraints.
A fix has been committed and will be released with 1.7.11 / 1.8.0
