If you need a simply WYSWYG one, try the Mozilla composer.
If you need a fancy WYSIWYG one with proper style sheets but still
reasonable HTML code output, use AbiWord.
If you are like me and more comfortable with compposing HTML by hand,
use Quanta Plus (comes with KDE by default)
