After checking for the existence of the local db itself as the culprit,
it turned out none existed. The cause of this comes from a patch
in the gnumed server package, which has been adapted by the PCLinuxOS
packages from Paul Grinberg.
I think his intent was to have the possibility of an automated staged 
upgrade
of the local database to the latest version the server package supports.
But this patch actually cripples the bootstrapping of the database AFAICT.
And it also seems that it does not correctly setup postgresql.
I'm investigating this further, and when i'm done and everything is
working as it should, then i'll come back to the issue with the config file.

Just for clarification, the bootstrapping script should not error out 
and stop when there is no gnumed_v2 database found? It should bootstrap 
it and do a staged upgrade, if i understood the script correctly?
