actually the above inference is incorrect, it wasn't a local install created
from a tarball, it was created by downloading the cvs

No, it came about *not* from any tarball but from my effort to run the
bootstrap from within a downloaded copy of the CVS directory which
*does* within .../client/
contain
pycommon/
__init__.py
does *not* within .../server/
contain the pycommon or __init__.py
